Architecture in Public-Private Partnerships: Bridging the Gap

So often much of our social fabric must be knit together with participation from both the public and private sectors. Public funding can/does only go so far. This is evident in the scramble for tax money experienced by most communities, leaving many projects/services underfunded. Fortunately in Basel, an organization exists that works to bridge that gap.”
The Christoph Merian Stiftung is a foundation established by the Basel couple Christoph Merian and his wife Margaretha Merian-Burckhardt in 1886. The Foundation’s goal is to fund initiatives which: contribute to the overall quality of life, social and cultural well-being, and to a healthy environment in the greater Basel area.
We will look at three recent CMS projects, each realized through a different procurement method: invitational, in-house team and design competition.
- Community Center Dreirosenbrücke: a technically unique project that integrates a youth activity/community center into one of Basel’s major highway bridges as well as into the surrounding neighborhood
- l’Union: a substantial renovation project which transforms a formerly private church community hall into a vibrant public crossroads largely self-supported through rental of its premises
- Claramatte Park: an outdoor “living room” transformed from a 19th century English public garden to a multi-use park that sensitively blends history and practicality in addressing modern uses and the multi-cultural needs of the local community
We will introduce the vision behind the CMS Foundation as well as the raison d’être for the three selected projects. Each will be presented from the point of view of design and details but also with a look at the individual political and procurement issues confronted.
We will examine in particular technical design issues addressed by the team at the Dreirosenbrucke Center where pre-determined “givens” could not be ignored. How does one successfully insert a community building into a bridge structure that carries a major north-south traffic artery through the heart of Western Europe?
We will also have the opportunity to tour each of the projects in the course of the day’s program and to speak with the architects and users.
